Under the general supervision of the Vice President of Enrollment and Retention, the Executive Director, Admissions and Records/Registrar, provides strategic leadership, oversight, and operational direction for enrollment services and records administration functions across the College. The position is responsible for developing and executing enrollment strategies, optimizing the student onboarding experience, and ensuring effective delivery of admissions, testing/assessment, CPLE, registration, records, graduation, and related enrollment support services.
The Executive Director serves as the College's Registrar and official custodian of student academic records, ensuring compliance with institutional, state, federal, accreditation, and FERPA requirements. The role leads enrollment and student records operations, leverages technology and data analytics to improve enrollment conversion and student success outcomes, develops high-performing teams, and collaborates across the institution to support strategic enrollment, retention, and completion goals for a diverse student population.
Characteristic Duties and Responsibilities
- Strategic Enrollment Leadership: In support of the VP of E & R, guides the development, implementation, and evaluation of comprehensive enrollment strategies that support the College's enrollment, retention, and completion goals. Directs student-centered enrollment initiatives designed to improve access, engagement, and conversion throughout the student lifecycle. Collaborates with institutional leadership to establish enrollment priorities, monitor outcomes, and implement innovative practices that enhance student success and operational effectiveness. Promotes equitable access to services while aligning departmental efforts with the College's strategic plan.
- Enrollment Services Operations: Directs the administration and continuous improvement of enrollment-related services, including admissions, academic assessment, and related student support functions. Ensures consistent, efficient, and student-focused service delivery across all areas of responsibility. Evaluates operational performance, implements process improvements, and coordinates cross-functional efforts to enhance the enrollment experience and support institutional goals.
- Registrar and Academic Records Administration: Serves as the College's Registrar and custodian of official academic records. Oversees registration, records management, transcript processing, graduation certification, enrollment verification, academic standing, appeals, and commencement-related functions. Ensures the integrity, accuracy, security, and accessibility of student records while maintaining compliance with institutional policies, accreditation requirements, and applicable regulations. Develops and maintains policies and procedures that support effective records administration and student record stewardship.
- Technology, Systems, and Process Optimization: Leads the strategic use of student information systems, customer relationship management platforms, and enrollment technologies to support enrollment and records administration objectives. Identifies opportunities to streamline processes, improve data quality, and enhance service delivery through technology-enabled solutions. Collaborates with internal stakeholders to implement system enhancements and optimize operational efficiency across enrollment services functions.
- Budget and Resource Management: Develops, administers, and monitors departmental budgets, staffing resources, and operational expenditures. Ensures effective stewardship of financial, technological, and human resources while aligning investments with strategic priorities. Evaluates resource needs and recommends solutions that strengthen operational performance, service quality, and enrollment outcomes.
- Compliance, Policy, and Risk Management: Ensures compliance with FERPA, accreditation standards, Wisconsin Technical College System requirements, and applicable federal and state regulations. Develops, interprets, and administers policies and procedures governing enrollment services, registration, records management, and student information practices. Monitors regulatory changes, mitigates operational risk, and ensures the confidentiality, security, and appropriate use of student information.
- Data-Driven Decision Making and Continuous Improvement: Leverages data analytics to drive informed decision-making and fosters continuous improvement within the area of responsibility. Analyzes key performance indicators (KPIs) and relevant metrics to gain actionable insights and monitors performance measures aligned with organizational goals. Utilities data to inform strategic and operational decisions. Applies continuous improvement methodologies (e.g., Plan-Do-Study-Act) based on data analysis promoting a data-driven culture and enhancing team data literacy.
- Ethics and Confidentiality: Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles, values, truthfulness, and accuracy in all actions. Addresses all student and employee behavior in a confidential and respectful manner.
- Cross Functional Relationships and Collaborative Teamwork: Establishes, maintains, and enhances positive work relationships with staff, faculty, and administrators. Works collaboratively with team members, Pathway Deans, and colleagues, to achieve College objectives and provide a high level of service to students and employees by developing and sustaining effective working relationships and partnerships. - Leadership and Supervision: Develops and manages a high performing team that is highly skilled and motivates staff to remain focused on the delivery of quality and value-added services and allocates cross-functional responsibilities and work processes. Responsibilities include hiring, coaching/mentoring, performance management, and progressive discipline as needed.
- Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community colleges. Actively organizes and/or participates in applicable workgroups, trainings, workshops, seminars, committees and professional associations or conferences to promote continuous learning.
- Other duties: Performs other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.
Knowledge, Skills & Abilities:
- Comprehensive knowledge of enrollment management, admissions, registration, records administration, and student services practices within higher education.
- Knowledge of FERPA, accreditation standards, student records management, and applicable federal and state regulations.
- Knowledge of strategic enrollment planning, student success initiatives, retention practices, and enrollment lifecycle management.
- Ability to problem solve and analyze effectively, including use of data analytics such as applying data to organizational and research applications.

Qualifications
Compliance with all state, federal, and accreditation standards/requirement, as well as all MATC policies and procedures.
Required Education & Experience: A master's degree from an accredited college or university in education, leadership, administration, student development or related field. Five (5) years of experience in the areas of admissions, enrollment, registrar, and/or student records. Minimum of five (5) years involved in supervisory and/or administrative responsibilities including managing teams or three (3) years of staff supervision combined with an Emerging Leaders equivalency.
Preferred Education & Experience: A master's degree with seven (7) years of experience performing admissions, enrollment, registrar, and/or student records. Ten (10) years of supervisory, management, or lead experience in admissions, enrollment, registrar and/or student records.

Supplemental Information
Start Date: This position supports the Enrollment and Retention Division and is open for an immediate start date.
Hours: This position works a minimum of 40 hours per week.
Location: Primarily based out of the Milwaukee Downtown campus with the ability to flex to other locations if needed to support student success. Employees will conduct all work hours in the State of Wisconsin, performing work outside the state is strictly prohibited.
Salary Information: Salaries are listed up to the midpoint of the range and placement is determined based on years of experience, internal salary equity, and a review of the applicant's employment and educational background as listed on the fully completed job application.
