Manager of Budget & Financial Planning


Empire State University is seeking a Manager of Budget & Financial Planning in the Office of Administration and Finance. The Manager provides leadership and oversight for core budget and financial planning functions of the university. This role supports institutional strategy through analysis, forecasting, and resource planning, while coordinating key elements of the annual operating and capital budget processes. The Manager collaborates closely with academic and administrative leadership, supervises professional staff, and helps ensure financial integrity, compliance, and effective decision-making across the institution.

Primary Duties and Responsibilities Include:

  • Support the Director in advancing the university's financial strategy through data-driven analysis, long-range planning, and resource allocation.
  • Coordinate and manage major components of the annual operating budget processes, including data collection, validation, and analysis across units. Review submissions for accuracy and policy alignment, develop allocation recommendations, and ensure adherence to budget controls and procedures.
  • Develop, maintain, and enforce budget policies and procedures to promote accuracy, consistency, and compliance with relevant standards and regulations.
  • Monitor financial performance through variance analysis, spending reviews, and mid-year and year-end forecasting. Maintain dashboards and reporting tools to identify risks, trends, and opportunities and to support informed decision-making.
  • Oversee and monitor workforce spending analytic activities including tracking staffing levels, maintaining accurate staffing data, monitoring personnel plans, and analyzing related labor expenditures to ensure alignment with organizational priorities, budget constraints, and operational needs.
  • Serve as a key resource for academic and administrative units by providing guidance on budgeting, financial planning, and policy interpretation. Promote financial literacy and partner with stakeholders to support effective fiscal management.
  • Provide supervision and guidance to budget staff, support process improvements, and enhance operational efficiency within the Budget Office.


Job Requirements:

Required Qualifications

  • Bachelor's degree from an accredited college or university, preferably in Finance, Accounting, Business Administration, or a closely related field.
  • Four (4) to six (6) years of progressively responsible experience in budgeting, financial planning, or higher education finance.
  • Demonstrated experience in financial modeling, forecasting, and data analysis.
  • Knowledge of fund accounting, budget development processes, and business intelligence systems.
  • Strong understanding of internal controls, compliance requirements, and financial policies.
  • Proven ability to translate complex financial data into clear, actionable insights for non-financial stakeholders.
  • Experience supervising or mentoring staff and leading cross-functional initiatives.
  • Advanced proficiency in Excel and financial reporting tools.
  • Excellent communication, collaboration, and organizational skills with a strong attention to detail.


Preferred Qualifications

  • Master's degree (MBA, MPA, or related) from an accredited college or university.
  • Experience working within the State University of New York (SUNY) system and/or New York State, and familiarity with SUNY/State financial systems, policies, and reporting requirements.
  • Experience with dashboards or data visualization platforms.

  • This position will be located in Saratoga Springs, New York.

Rank/Salary: Management-Confidential / $85,000-$100,000, dependent on experience and qualifications.
