Job Summary:
The Chabot-Las Positas Community College District is seeking a Benefits Specialist at the District Office in Dublin, California.

Under general supervision, perform a variety of complex technical and specialized clerical duties in support of the Human Resources Division including in the area of employee benefits administration and employee relations; interpret and apply policies and procedures as well as state and federal regulations to ensure compliance; and provide administrative and clerical support to administrative staff.

This is a confidential class designated by the Board of Trustees of the Chabot-Las Positas Community College District under authorization of Chapter 10.7, Section 3540.1 of the Government Code.



Representative Duties:
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional duties not listed, but within classification.

1. Perform a variety of complex technical and specialized clerical duties in support of Human Resources in the areas of employee benefits administration and employee relations.

2. Assure compliance with a variety of District policies and procedures as well as state and federal guidelines, laws, and regulations concerning employee benefits administration.

3. Serve as primary contact for assigned area within the Human Resources office; serve as a liaison with outside agencies and vendors regarding problems, issues, and concerns; serve as a liaison to insurance carriers regarding claim problems and issues and concerns confronting employee and retiree participants; answer questions and provide policy and procedure information to employees and the public related to employee benefits administration.

4. Assist in collecting, assembling, and tabulating statistical records and a variety of data including data related to District employees.

5. Accurately maintain human resources database of employee benefit plans and maintain demographic information for active employees and retirees.

6. Process new hires and enter information into the human resource information system (Banner) Human Resources Module.

7. Assist employees in the completion of employee benefit materials; respond to oral and written inquiries from employees and retirees regarding eligibility requirements, benefit descriptions and availability.

8. Determine retiree benefit eligibility and compile related correspondence at time of retirement and as related to age and benefit changes.

9. Assist with updating forms, contracts, and procedure manuals; coordinate the distribution of materials including posting on Human Resources website.

10. Research and prepare a variety of documents including reports, letters, and other memoranda; maintain a variety of documents according to established procedures; prepare and maintain benefits and medical files for retention according to established procedures.

11. Assist in new employee orientations; collect and disseminate required employee benefits documents; provide information regarding health and welfare benefits programs, payroll procedures, and District handbooks and agreements; process appropriate documentation of new employees.

12. Coordinate, interpret, process, and maintain Workers Compensation claims; inform employees of rights and benefits under Workers Compensation programs; serve as liaison with the Districts Workers Compensation carrier.

13. Assist with open enrollment processes; compile and mail open enrollment information.

14. Prepare and mail COBRA information to individuals and dependents; prepare COBRA and retiree billing for accounts receivable and process payments.

15. Review and prepare monthly carrier billings for payment processing.

16. Operate a variety of office equipment including computers and applicable word processing applications; compose correspondence.

17. Assist with the wellness program, special projects and preparation for special events as requested.

18. Perform related duties as required.



Minimum Education and Experience:
Any combination of the following would provide a typical way to obtain the required knowledge and abilities.

Education/Training:
An Associates degree or 2 years of related college level course work.

Experience:
Two years of increasingly responsible technical experience in employee benefits.



Minimum Qualifications:
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
1. Fundamental principles and practices of human resource administration including in the areas of employment, and employee benefits.

2. Policies and procedures related to Human Resources integrated computer system.

3. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

4. Interpersonal relationship skills using tact, patience, courtesy and diplomacy.

5. English usage, spelling, grammar and punctuation.

6. Principles and procedures of record keeping and filing.

7. Basic mathematics.

8. Principles of business letter writing and basic report preparation.

9. Pertinent federal, state, and local laws, codes, and regulations.

Ability to:
1. Perform a variety of technical and paraprofessional duties related to the employee benefits administration.

2. Provide technical training, information and assistance to others concerning employee benefits, policies and procedures.

3. Ensure proper completion and verify accuracy of various forms and documents.

4. Compile data, maintain records and files, and participate in the preparation of administrative or technical reports.

5. Interpret and apply applicable federal, state, and local laws, codes, and regulations.

6. Plan, organize and prioritize work in order to meet schedules and timelines.

7. Maintain current, accurate and confidential records and files.

8. Operate office equipment including computers and supporting word processing, spreadsheet and database applications.

9. Prepare a variety of comprehensive and statistical reports.

10. Understand and follow oral and written instructions.

11. Learn and apply specific rules, regulation and policies and procedures of the department and Human Resources integrated computer system.

12. Work confidentially with discretion.

13. Work with and exhibit sensitivity to and understanding of the varied racial, ethnic, cultural, sexual orientation, academic, socio-economic, and disabled populations of community college students.

14. Communicate clearly and concisely, both orally and in writing.

15. Establish and maintain effective working relationships with those contacted in the course of work.


Desirable Qualifications:
1. Ability and experience in effectively communicating with and supporting retirees.

2. Proficient in computer applications and technology with an emphasis in Excel skills.

3. Proficient knowledge of leave laws and benefit regulations.


Job Work Schedule:
40 hours/week, Monday - Friday, 8:00 a.m. - 5:00 p.m., hours may vary depending on department needs, occasional evening and weekends required as needed, 12 months/year.
