Job Summary:
Eastern Washington University (EWU) is seeking an experienced, dynamic, and customer-focused leader to oversee our Eagle Services Department. This pivotal role will provide streamlined service across a range of critical campus services, ensuring that students, faculty, and staff receive top-notch support.
As the Director of Eagle Services, you will manage a team responsible for the following key areas:
- Parking & Transportation Services: Oversee all parking matters across campus, including lot management in Cheney and maintaining relationships with external entities in Spokane. Manage EWUs partnership with the Spokane Transit Authority (STA) for bus and van pool services.
- Mail Services: Ensure timely and efficient mail handling for the campus community.
- Eagle Card Program: Lead the administration of the Eagle Card program, which serves as the official student and employee identification, access card, and more.
- Campus Event Scheduling: Coordinate the scheduling of campus events to ensure smooth operations for university gatherings and activities.
- Keys and Access Devices: Supervise the customer service portion of key and access device requests for students and employees.
The salary for this position is $80,631 - $92,022. Where the hired candidate will begin within this range is dependent on education, experience, and skills. In addition to salary, the university offers a comprehensive benefits package including health insurance, life and disability insurance and retirement. Required Qualifications:
- A bachelors degree from an accredited college or university in public administration, business administration, finance, organizational management, or a closely related field and a minimum of five (5) years of experience serving in a supervisory/managerial/executive capacity with direct supervisory experience over a team of individuals OR
- A masters degree in business administration or closely related field and a minimum of two (2) years of experience serving in a supervisory/managerial/executive capacity with direct supervisory experience over a team of individuals.
- Superior communication skills, including the ability to communicate complex issues verbally and in writing to university community members and the general public.
- Strong organizational skills. Must have the ability to manage a complicated workload, set priorities, communicate consistently with campus constituents, and meet required deadlines.
- Ability to maintain professional and collaborative interactions with other staff and university constituents. Exceptional customer service skills.
- Experience with ERP systems, such as Banner, and other operational software programs.
- Experience in forecasting, development, and management of operating and event-related budgets.
- Professional managerial skills to oversee the work of a diverse department.
- Valid drivers license.
- Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility, and/or diversity.
Preferred Qualifications:
- Higher education experience is preferred.

Job Duties:
Supervision and Management of Eagle Services
- Responsible for planning, organizing, implementing, coordinating and controlling all administrative services for Eagle Services. Eagle Services consists of parking and transportation services, mail services, customer-service portion of key and access devices, Eagle Cards, and event scheduling. This includes providing coordinated, streamlined, customer-focused services to the university community.
- Supervise all department staff members. Provide adequate training and oversight to ensure staff members are providing good customer service to the campus, following state and federal laws, and properly processing and documenting actions in respective university systems.
- Conduct meetings with Eagle Services employees to create a sense of team and shared work responsibilities.
- Resolves customer complaints, including interpretation of policies, rules, and regulations.
Parking and Transportation Services
- Manages EWUs parking lots including permit assignment and control of parking space utilization. This position works with faculty, staff, students, visitors, landlords, government agencies, and community partners.
- Reviews the permit allocation system and parking enforcement program and recommends and/or implements changes to achieve departmental and University initiatives. Works with university leadership for input and feedback on all parking and transportation operations.
- Responsible for parking and transportation budget; manages and approves the use of funds. This includes managing an annual operating and long-term repair and replacement budgets. Prioritizes parking resources to achieve maximum institutional benefit.
- Manages all short term and long-term projects identifies larger scope projects that require maintenance and/or renovation of all campus parking facilities and equipment.
- Resolves customer complaints, including interpretation of policies, rules, and regulations.
- Supervise all department staff members. Provide adequate training and oversight to ensure all staff members are providing good customer service to the campus.
- Coordinates with public transit providers, specifically the Spokane Transit Authority, and external agencies to ensure that adequate service levels are provided to the University.
- Manages the universitys Commute Trip Reduction Program. Serves as EWUs Employee Transportation Coordinator for the CTR program.
Budgetary Responsibilities & Fiscal Processes:
- Responsible for managing Eagle Services budget, including expenditures and revenue. Audit and approve expenditures, vouchers, and income for accuracy and compliance.
- Coordinate access to systems and relationships with other departments on campus, including, but not limited to IT, Access Control, Housing and Residential Life, and the Library.
- Responsible for managing contracts associated with Eagle Services.
- Prepare cost estimates and projects of future needs and effect proposed actions. Prepare and review budget requests.
- Review and approve income/expense, statistical and budget status reports; analyze problem areas and make recommendations or take corrective action.
- Review organizations current needs and programs against budget limitations and recommend appropriate action.
- Responsible for oversight of EWUs relationship with the YMCA with respect to operating the childcare center.
