Description


Under the direction of the Director, Workforce Solutions, the Workforce Solutions Business Development Officer, leads business development, employer engagement, and strategic partnership initiatives that advance Workforce Solutions' growth objectives. The position is responsible for identifying and cultivating new business opportunities, developing customized workforce training and talent solutions, and expanding relationships with employers, industry associations, and community partners.

This role serves as a senior individual contributor responsible for driving revenue growth through consultative sales strategies, partnership development, and market expansion. The position operates with substantial independence and discretion, influencing cross-functional stakeholders and representing MATC externally while advancing opportunities from prospect identification through partnership implementation.

Characteristic Duties and Responsibilities


  • Business Development Strategy & Market Expansion:
    • Develops and executes proactive business development strategies that support Workforce Solutions growth objectives.
    • Identifies target industries, priority employer segments, emerging workforce trends, and market opportunities to expand MATC's presence and increase revenue-generating partnerships.
  • Employer Engagement & Relationship Development:
    • Cultivates and manages relationships with employer executives, human resource professionals, learning and development leaders, operations stakeholders, industry associations, and workforce development partners.
    • Represents MATC at business, industry, and community events to promote Workforce Solutions offerings and establish long-term strategic partnerships.
  • Consultative Solution Design & Workforce Planning:
    • Leads discovery and needs assessment discussions with employers to identify workforce challenges, skill gaps, and organizational objectives.
    • Collaborates with academic, workforce, and operational partners to develop customized training programs, talent pipeline initiatives, and workforce solutions aligned with employer needs and institutional capabilities.
  • Proposal Development, Negotiation, & Opportunity Advancement:
    • Develops and delivers presentations, partnership proposals, and business recommendations that communicate value and address client objectives.
    • Facilitates negotiations, advances opportunities through the sales cycle, and works within established approval processes to secure agreements and partnerships.
  • Strategic Partnership Management:
    • Establishes and strengthens strategic employer and industry partnerships that support workforce development, talent advancement, and organizational growth.
    • Maintains ongoing engagement with key partners to identify expansion opportunities, strengthen collaboration, and maximize long-term partnership outcomes.
  • Cross-Functional Collaboration & Stakeholder Leadership:
    • Coordinates with Workforce Solutions staff, academic leadership, faculty, marketing, grants, and college stakeholders to advance employer opportunities and support successful partnership implementation.
    • Provides functional leadership and guidance by aligning stakeholders around employer needs, project priorities, and solution strategies.
  • Sales Pipeline Management & Performance Analytics:
    • Maintains accurate customer relationship management (CRM) records and manages a comprehensive pipeline of prospective and active opportunities.
    • Monitors sales activity, revenue forecasts, partnership outcomes, and key performance indicators to evaluate effectiveness, inform decision-making, and support continuous improvement efforts.
  • Collaborative Teamwork: Establishes, maintains, and enhances positive work relationships with staff, faculty, and administrators.
  • Ethics & Confidentiality:
    • Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles, values, truthfulness, and accuracy in all actions.
    • Addresses all student and employee behavior in a confidential and respectful manner.
  • Continuous Learning & Professional Development:
    • Maintains current knowledge of best practices and standards in higher education with an emphasis on community colleges.
    • Actively organizes and/or participates in applicable workgroups, trainings, workshops, seminars, committees, and professional associations or conferences to promote continuous learning.
  • Other Duties: Performs other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.


Qualifications


Compliance with all state, federal, and accreditation standards/requirement, as well as all MATC policies and procedures.

Required Education & Experience:

  • Bachelor's degree in Business Administration, Marketing, Communications, Education, Workforce Development, or a closely related field.
  • At least five (5) years of progressively responsible work experience in strategic partnerships, Business To Business (B2B) or consultative sales, employer engagement, business development, workforce development, or a closely related field.
Preferred Education & Experience:
  • Master's degree in a related field.
  • More than five (5) years of progressively responsible experience in strategic partnerships, B2B or consultative sales, employer engagement, business development, workforce development, or a related field.
  • Experience managing a full sales cycle and significant organizational relationships

Supplemental Information


Start Date: This position supports the Workforce Solutions Department and is available to start as soon as possible.

Job Parameters: This is a 1.0 FTE or 40 hours per work week position. Hours are typically Monday through Friday during normal business hours. This position is eligible for a flexible work assignment after probationary period of six months is satisfied.

Office is based out of our Milwaukee Downtown Campus. Flexibility is essential, as the role may require occasional evening, night, and weekend hours, as well as travel to other campuses. Employees will conduct all work hours in the State of Wisconsin, performing work outside the state is strictly prohibited.

Salary Information: This is a exempt salaried position. Salaries determination is based on years of experience, internal salary equity, and a review of the applicant's employment and educational background as listed on the fully completed job application.
