WHAT YOU'LL DO

Under the direction of an assigned administrator, a Child Development Center Supervisor plans, develops, directs, and implements Child Development Center activities to meet the needs of the families served and the Child Development instructional program and its students.
There is currently one full-time (12 months/year, 40 hours/week) vacancy located at Oxnard College.

This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, temporary and regular vacancies for the duration of the list, not to exceed one year.

SALARY PLACEMENT

New Employees: Generally, new employees are placed on the first step of the appropriate range of the salary schedule.

Current Employees: An employee who is promoted will be placed on the salary step of the new range of the appropriate salary schedule that provides a minimum increase comparable to a one-step increase in salary.

New and current employees may be eligible for advanced step placement as outlined in Section 290 - SALARY PLAN in the Rules of the Personnel Commission for Classified Employees (Download PDF reader).

Representative Duties

Plan, develop, direct, and implement a program of activities that contributes to the care, growth, and development of infants, toddlers, and pre-school children, while promoting their growth and development and serving as a model for Child Development students that promotes growth and development of children.E

Supervise Center personnel including student workers; recruit and select student workers; create and maintain staffing ratios according to regulatory agencies; maintain staff work records.E

Recommend, maintain, and develop operating procedures according to applicable laws and regulations; update staff handbook in accordance with accreditation criteria, where applicable, and program guidelines.E

Conduct audit activities in preparation for annual accreditation review by the National Association for the Education of Young Children (NAEYC) if applicable at the college.E

Ensure maintenance of a physical environment to conform to applicable standards of health and safety; ensure compliance with State licensing regulations.E

Process personnel clearances for fingerprints and child abuse index. E

Establish and maintain enrollment and attendance records; enroll children and fill vacancies as necessary.E

Determine fee structure for services; compute and distribute information regarding childcare fees; collect fees and record receipts.E

Develop, analyze and monitor budget; maintain records of income and expenditures, and prepare related reports.E

Ensure timely and informative communication between the Child Development Center staff, college faculty, parents, and others; initiate and prepare publicity and correspondence; plan and participate in Center, College, and related community events and meetings; attend parent/teacher conferences and meetings; travel to other campuses to attend meetings, trainings, and related activities as required.E

Work with small and large groups of children in a variety of age-appropriate activities, such as creative arts, mathematics, perceptual motor skills, science, language and social studies, both indoors and outdoors, according to planned schedules.E

Assist children with hygiene procedures as necessary; observe and evaluate health needs of children and take appropriate action.E

Administer first aid and CPR as necessary. E

Implement procedures for limiting the spread of infectious disease; implement disaster preparedness measures and emergency procedures; train staff and conduct emergency drills as required; respond to time-sensitive events (e.g., wildfires or other emergencies), which may include evacuation or relocation of children and others in care using personal or assigned transportation to maintain safety.E

Initiate purchase orders and authorizations; purchase supplies; select and order instructional materials and equipment.E

Supervise and evaluate the performance of assigned employees, set performance requirements and goals, monitor and coach for improvement, promote excellence and customer service, and take disciplinary action if needed according to District rules. E

Work collaboratively and professionally with faculty, staff, students, and stakeholders from diverse academic, socioeconomic, cultural, disability, gender identity, and ethnic communities. E

Demonstrate cultural humility, sensitivity, and equity-mindedness in working with individuals from diverse communities; model inclusive behaviors; and achieve equity in assignment-related outcomes. E

Evaluate grant opportunities and write grant proposals as assigned.

Perform related duties as assigned.

Minimum Qualifications

A bachelor's degree from a recognized college or university with major coursework in childhood development, early childhood education, or a related field, including at least 6 semester units (or equivalent quarter units) in infant and toddler care AND five years of teaching experience in a child development center, including one of the following:

A) One year in a supervisory capacity; OR
B) Two years in a lead capacity in a college lab school setting

Master's degree in a related field is preferred.

Possession of, or the ability to obtain by the time of appointment, all of the following:

California Child Development Permit at the Program Director or higher level
Valid first aid and cardiopulmonary resuscitation (CPR) certificates from a nationally recognized sanctioning organization
Valid California driver's license

EXAMINATION AND SELECTION PROCESS:

This is an examination open to the public and current District employees seeking a promotional opportunity. To ensure consideration, please submit your application materials by the posted deadline date on this bulletin.

The examination process may consist of any of the following components:

A) Training and Experience Evaluation = Qualifying (pass/fail)

B) Technical Interview = 100% weighting on final score

TRAINING AND EXPERIENCE (T&E) EVALUATION:

A T&E is an assessment of training and experience, beyond the minimum requirements, that has prepared the candidate for the position as evidenced in the application materials. Please be sure to answer every component of each supplemental question as your responses will be scored and serve as your score on the training and experience (T&E) evaluation.

The candidates with the highest passing scores on the T&E will be invited to the technical interview.

Date Range: Monday, August 3, 2026 - Friday, August 7, 2026
Location: The Technical Interview will likely be conducted remotely, using Zoom. To participate, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.

The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

ELIGIBILITY LIST:

Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview.

PROBATIONARY PERIOD:

All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
