Executive Director of Institutional Research

Non-Unit Professional position, 37.5 hours/week

Campus Location: Danvers

Work Schedule: Monday-Friday; 8:30 am-4:30pm

SALARY: Salary range $110,000.00 - $130,000.00. The offered salary will be commensurate with experience and education but will not exceed the stated range. GENERAL STATEMENT OF DUTIES:

In support of the strategic plan's vision of consistently excellent and equitable student life outcomes, the Executive Director of Institutional Research plays a key leadership role in guiding and managing the institutional research agenda. This position is the college's lead data officer and responsible for data quality, integrity, and data governance; and development and implementation of policies, procedures and processes relevant to institutional research. The Executive Director coordinates, monitors, and participates in the compiling of data and reports essential for decision making. The Executive Director oversees all external data reporting, including the Massachusetts Board of Higher Education (BHE)/Department of Higher Education (DHE), Federal Department of Education (DOE) IPEDS and other government requirements. Supervises Institutional Research team. The Executive Director of Institutional Research is responsible for institutional data analyses, data visualizations, data management and data governance, and works closely with College leadership along with other departments to identify appropriate analytics to address institutional questions and communicate results to multiple audiences.

ESSENTIAL FUNCTIONS:
  • Leads the vision for utilizing data strategically and coordinates college data integrity, quality, and governance efforts. Establishes and monitors data entry standards, data integrity and the use of collected data.
  • Develops annual goals and proposed budgets for Institutional Research aligned with the college's strategic plan.
  • Facilitates the collection, analysis, interpretation, utilization, and dissemination of data in support of institutional decision-making, student outcomes assessment, strategic planning, and policy development.
  • Manages data systems/reporting such as Ellucian Banner & Operational Data Store, Cognos, Zogotech, EAB Navigate, IPEDS (Integrated Postsecondary Data System) and HEIRs (Higher Education Information Resource System) to ensure consistency, reliability, and integrity of data reported for institutional research needs and external compliance.
  • Supports college leadership with understanding the significance of current trends in both the external environment and institutional performance.
  • Encourages and catalyzes collaboration across the college on initiatives related to data and research.

External Reporting Oversight and Coordination
  • Provides data and analysis to support accreditation processes, program evaluations and grant proposals.
  • Works closely with the Director of External Reporting, Research Analysts and Information Systems staff to design and prepare research and assessment studies and reports essential to the work of policy, decision makers and committees, as well as producing trend indicator reports for use by institutional managers. Partners with Information Systems staff to develop business intelligence strategies, choose and support appropriate software/reporting tools.
  • Assists with external department program accreditation processes and academic program reviews.
  • Responsible for oversight of the team's external reporting, such as for HEIRS and IPEDS.
  • Serves as NSCC Institutional Research liaison to state and regional organizations such as the BHE/DHE, Massachusetts Department of Elementary and Secondary Education (DESE), federal DOE, Massachusetts Association of Community Colleges (MACC), the National Student Clearinghouse, and the New England Commission on Higher Education (NECHE).
  • Supports data review and requirements of the Institutional Research Board (IRB).
  • Coordinates with institutional leadership to support strategic planning initiatives, evaluate program effectiveness and identify areas of improvement.
  • Establishes policies, procedures and processes related to institutional research and dissemination of information to internal and external constituencies, including the department's responsibility for the release of 'official' data to the rest of the organization.
  • Oversees the maintenance of internal/external environmental data, dashboards, and key performance indicators for planning purposes.
  • Supervises the preparation of statistical analytic data/reports on enrollment, persistence and graduate data for both internal and external constituencies.
  • Defines, designs and oversees administration strategies of multiple survey projects including the Community College Survey of Student Engagement (CCSSE), Graduate Follow-Up, New Student, Non-Returning Student and Student Satisfaction surveys.
  • Serves as the point person/clearinghouse for all institutional surveys. Coordinates the college's participation in national studies (e.g. National Survey of Student Engagement).
  • Supervises the collection of data/information vital to strategic planning, policy-making and decision-making and development of summary reports for use by institutional managers.
  • Evaluates, defines and determines appropriate data sources and analyzes data to support ad hoc requests.
  • Serves on committees, working groups and/or task forces.
  • Other duties as assigned.

SUPERVISION RECEIVED: Senior Executive Officer

SUPERVISION EXERCISED: Director of External Reporting, Assistant Director, and Research and Data analyst.

Job Requirements:
  • Master's Degree in computer science, data systems, research methods, or other related field with coursework of research methods.
  • At least 5 years of experience in higher education institutional research or related higher education setting.
  • At least 3 years of experience managing a team.
  • Experience in interpreting quantitative and qualitative data.
  • Demonstrated experience with higher education administrative/student information systems, including a technical understanding of data warehousing and data mining. Experience with Ellucian Banner SIS and reporting systems strongly preferred.
  • Experience using data warehouses, various reporting and statistical analysis tools. Demonstrated expertise with MS Excel and MS Access, with an understanding of SQL, Informatica, Zogotech and Tableau preferred.
  • Ability to understand, manage, interpret, and assure quality of complex data sets from multiple sources.
  • Experience with survey design, qualitative and quantitative data analysis and evaluation strategies.
  • Open and inclusive communication style; excellent verbal and written communication skills, including the ability to present complex information to a wide range of audiences.
  • Demonstrated emotional intelligence and ability to coordinate different offices, organizations, and people in service of common goals and strategies; ability to develop and maintain cross-functional, collaborative working relationships with administrators, faculty, staff and students.
  • Demonstrated commitment to social justice, equity, inclusion and diversity, and the equity-centered mission and goals of all students and employees at the college.
