ABOUT THE POSITION
Under the direction of the Dean of Students Affairs / Vice President of Student Support Services, the incumbent serves as the chief psychological services consultant to the campus on behalf of students and in matters requiring input from a counseling psychology perspective and is responsible for overseeing the delivery of services.
DISTINGUISHING CHARACTERISTICS
Interim Director, Psychological Services is responsible for providing mental health services of moderate to complex nature to District students. The incumbent is responsible for overseeing the functions of the District's psychological and mental health services as a mental health educator and advocate for students, staff and the campus community. The Interim Director makes independent mental assessments, diagnoses and evaluations, and provide crisis intervention to students in accordance with state and District laws, regulations and protocols. The duties and responsibilities are carried out with considerable independence within the framework of established policies, procedures and guidelines. The Interim Director, Psychological Services provides lead direction, supervision, and training to assigned staff in programs offering direct mental health and psychological services and handles the more complex mental health assignments of students and the campus community. The incumbent is expected to serve in a supervising capacity, manage staff, students, and interns.

Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
- Provides lead direction, consultation, training and supervision to staff and interns; evaluates the work of assigned technical and support staff; administers specified program area; provides education to assigned staff, students, faculty, community agencies and the public; participates in quality assurance/peer review functions; provides direction for psychological services, mental health services and related campus activities. Serves on LBCC's Behavior Intervention Team (BIT). Provides "on call" coverage in collaboration with after-hours call service.
- Consults and serves as a liaison with community agencies and other mental health programs and services to evaluate campus community health needs and services.
- Provides professional complex psychological and mental health care to students in accordance with District laws and regulations and protocols; makes independent mental health assessments, conducts assessments, diagnoses and evaluates student needs in the clinic and on campus; advises patients on mental health maintenance and recovery regarding mental health issues and refers the more complex mental health or psychological problems to emergency services or an appropriate mental health provider; provides emergency care or crisis intervention and referrals for follow up care in accordance with District crisis prevention and intervention protocols, procedures and state and District laws and regulations.
- Complies with federal regulations, including but not limited to the Family Educational Rights and Privacy Act (FERPA) and the Health Insurance Portability and Accountability Act (HIPAA), for the privacy and security of student information; explains the law and privacy policies to students as needed; maintains appropriate documentation of access to medical records.
- Documents student information, treatment plan, and maintains confidential records; prepares needed reports in accordance with state and District laws and regulations.
- Serves as a mental health educator and advocate for students, and the community; ensures quality mental health care by consulting and coordinating with LBCC Staff, Faculty and community resources to assess, plan, implement and evaluate student's care; works with the community, plans, coordinates and conducts outreach and educational health programs by soliciting donations of materials and resources and participation of community members; plans, prepares and presents resource tables, presentations and lectures to students on a variety of mental health issues; advertises and promotes student mental health services events; maintains stock of current literature on a variety of mental health and medical topics; develops and promotes the Student Health Services, Mental Health website; and serves as a technical resource for students.

Knowledge of:
- Evidence-based mental health practice.
- Principles and techniques of evidence-based mental health assessment, risk assessment and interventions.
- Principles of psychopharmacology.
- College-based mental health services.
- Federal, state and local laws, codes, rules, regulations and court decisions applicable to mental health assessment and treatment.
- Appropriate safety precautions and procedures.
Ability to:
- Perform specialized duties related to the mental health care of community college students.
- Assure compliance with established federal, state and District program performance standards and protocols in areas of assigned responsibility.
- Prepare and deliver oral presentations regarding mental health issues.
- Function as a member of a team.
- Appropriately respond to mental health emergencies, conduct risk assessment and interventions.
- Organize, set priorities and exercise sound independent judgment within areas of assigned responsibility.
- Interpret, apply, explain and reach sound decisions in accordance with District and department policies, procedures and labor contract provisions.
- Communicate clearly and effectively, both orally and in writing.
- Prepare clear, concise and accurate reports, correspondence and other written materials.
- Operate a computer using word processing and other business software and other standard office equipment.
- Organize and maintain specialized files.
- Maintain confidentiality of District files and records.
- Exercise tact and diplomacy in dealing with sensitive, complex and confidential issues and patient situations.
- Establish and maintain effective working relationships with other District management, staff, faculty, administrators, students, community mental health care providers and others encountered in the course of work
Qualifications
MINIMUM QUALIFICATIONS
- Possession of a master's degree; AND
- One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
DESIREABLE QUALIFICATIONS
- Master's degree in Social Work, Master's in Marriage and Family Therapy, PhD in Psychology from an accredited university
- Four (4) years of managing clinical services and progressively responsible experience working with school systems or other agencies providing direct behavioral and/or mental health services.
- A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance policy.
- Current, valid California State license as a Licensed Clinical Social Worker, Licensed Marriage and Family Mental Therapist, or Licensed Psychologist.
