Position Information
Hiring Department: Office of Financial Aid and Scholarships
Posting End Date: Open until filled. This posting may close once a sufficient number of qualified applications have been received.
Hours: 40 hours per week, standard Monday- Friday 8:00am- 5:00pm, flexibility is required on evenings and weekends.
FLSA status: Exempt.
Earliest Start Date: As soon as possible.
Salary: $46,550 Annually

The primary accountabilities are intended to describe the general content of and requirements of this position and are not intended to be an exhaustive statement of duties. Specific tasks or responsibilities will be documented in the incumbents' performance objectives as outlined by the incumbents' immediate supervisor or manager. This position is security-sensitive and subject to Texas Education Code 51.215, which authorizes the employer to obtain criminal history record information. A valid driver's license issued by the State where the applicant resides and insurability as defined in UTS 157 may be required to perform the position's essential functions.
Purpose of Position
Under the direction of the Assistant Director of Funds Management, the Senior Coordinator of Compliance is responsible for determining student eligibility and performing different types of financial aid processes such reconciliations, Return of Title IV, and professional judgements. The coordinator will advise students, parents, staff, and university personnel on relevant student award and general financial aid issues. Must remain up to date on current federal and state regulations and institutional policies. Responsible for maintaining the accuracy and integrity of assigned financial aid programs at the University of Texas at El Paso (UTEP).
The position duties also include analyzing and interpreting applicable regulations, as well as participating in the development and facilitation of training activities for the Office of Financial Aid and Scholarships.
Essential Functions
- First line troubleshooter/support for processing staff and students with difficult or unique situations including guidance for federal, state, and institutional financial aid compliance issues.
- Performs all Return of Title IV requirements for the institution.
- Assists with identifying and documenting regulatory changes and the impact on the workflow for student awarding processes.
- Updates, develops, coordinates and supports policies, procedures, systems and controls as necessary in light of changing organizational needs, changes in federal and state regulations, and changes in institutional policies.
- Assists with quality assurance testing on various financial processes and reports findings to leadership team as appropriate.
- Analyzes various system-generated reports to verify compliance and eligibility of students receiving aid under federal and institutional guidelines.
- Compiles and submits reports as needed for management, state, local, and federal regulatory agencies.
- Verifies the student has submitted all required documents and satisfied any other obligations before awards are adjusted based on professional judgement.
- Enforces rules regarding cost of attendance, financial need, and other financial assistance (OFA).
- Provides extensive advising to students and parents with information regarding eligibility requirements, financing options, aid eligibility, cost of attendance, financial aid policies and procedures via direct meetings, presentations, e-mails, telephone calls and other communication methods.
- Keeps current on financial aid regulations and policies by subscribing to list-serves, reading loan regulations, policies, and procedures that are distributed by federal, state, and institutional sources, networking with counterparts at other universities, and attending workshops, conferences, and seminars.
- Assists the Assistant Director with monthly reconciliations for state and institutional funding.
- Assists the Director and Assistant Director with implementing and maintaining internal controls and procedures to minimize risk/compliance exposure.
- Assists with identifying and analyzing systematic problems, proposes solutions, and provides internal training to address loan issues.
- Assists with ensuring that communication, in all forms and modalities, with students and the campus community meets federal regulations.
- Maintains appropriate documentation in the University's Student Information System (Banner) and other information repositories as needed.
- Performs other related duties as assigned.
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Required Qualifications:
Education: Bachelor's degree in Business, Finance, Education, Public Administration, Social Sciences or related field. Relevant experience may be substituted for the degree requirement on a year-for-year basis.

Experience: Three (3) years of experience in a higher education financial aid office. Demonstrate experience developing and implementing financial education and instruction for post-secondary students is required. Two (2) years of proven customer service experience and supervisory experience. Minimum of 1 year of full-time experience working in a Financial Aid Office.
To be able to perform the duties of this position, the candidate must have access to several federal databases. To be granted access and clearance to these federal systems, the incumbent cannot be in default on any type of federal student loan.
Preferred Qualifications:
- Bilingual in Spanish
- Familiarity with financial aid terminologies, processes and activities
- Knowledge of Ellucian Banner
- Experience with reading and interpreting the federal register, federal compliance and regulatory requirements

- Ability to interpret and communicate regulatory requirements in oral and written form to a wide range of individuals and constituencies in a diverse community.
- Skill in researching regulatory information and resolving complex student situations.
- Working knowledge of U.S. Department of Education (Title IV) rules and regulations.
